Pilot Project on Multi-level Protection and Compensation Mechanisms for Inter-basin Water Diversion at a Zhejiang Reservoir – Construction of Ecological Flow Monitoring and Early Warning System

This project aims to establish an ecological flow monitoring and early warning system for the Huangze River Basin. It involves the construction of water level and flow monitoring facilities to ensure stable and secure operation of measurement equipment, real-time monitoring systems, and the reliability of software-based flow calculations.

System Configuration
The measurement system integrates radar flowmeters and radar velocimeters from Shenzhen Huaju Scientific Instruments Co., Ltd., along with visual debugging software. Combined with remote telemetry units (RTUs) and monitoring cabinets, these components form the core of the basin’s ecological flow monitoring and early warning system.

Technical Features
The ShenZhen Huaju Scientific Instruments radar flowmeters and velocimeters utilize an array-based radar wave measurement system deployed across the river cross-section. Multiple radar velocimeters are connected to the radar flowmeter via RS485 bus, while the flowmeter interfaces with the RTU through an RS485 port. The RTU wirelessly communicates with a remote monitoring platform to enable automatic data collection and transmission.

Each radar velocimeter measures flow velocity in its designated sub-section using non-contact technology. Integrated with water level data, the system employs built-in algorithms to compute real-time cross-sectional flow rates and cumulative flow volumes. This one-to-five array radar wave measurement system offers high reliability, ease of maintenance, and immunity to environmental factors such as temperature fluctuations, sediment, and pollutants.

Power and Software
Solar-powered and equipped with visual debugging software, the system supports parameter configuration, spectrum acquisition, and historical data logging. Real-time parameters—including flow velocity, water level, instantaneous flow rate, cumulative water volume, and device tilt angle—are displayed on computer terminals.





Project Outcomes

The implementation of the Huangze River Basin ecological flow monitoring and early warning system has advanced research on multi-level protection and compensation mechanisms for inter-basin water diversion:

  1. Established a hierarchical protection framework for the reservoir’s water diversion project.

  2. Developed a compensation mechanism to internalize the externalities of water diversion, forming the "Qincun Model" for cross-basin water transfer protection and compensation.

This project provides a replicable paradigm for balancing ecological preservation and water resource management in inter-basin engineering projects.
